Donna Choi Bilhorn is a senior fundraising leader who partners with individuals, foundations, and corporations to invest in work that creates lasting change. Donna brings deep experience in donor strategy, cultivation, and philanthropic storytelling across education, health, global development, and conservation.

In her role at Start Early, Donna leads corporate partnerships that fuel high-quality early education and child care, helping young children thrive in their first five years. She brings to The Balance Project both her development leadership and her lived experience as a working mom raising two kids under age five.

At home, Donna maintains balance by unplugging and going offline to be fully present with her family. Her hobbies include negotiating with toddlers like they’re Fortune 500 CEOs and finding joy with her husband and kids in everyday rituals like walks to the park, farmers’ markets, beach days, backyard grilling, worship, bedtime snuggles, and stories. This season with little ones has grounded her in the power of the ordinary and the importance of savoring it.

Daniel Harris is a committed public servant with nearly 20 years of political and public policy experience at the national, state and local levels of American government. 

Professionally, Dan has spent the last 17 years working for the New Jersey General Assembly under Speaker Craig Coughlin. Today as Chief of Staff, Dan’s duties include overseeing the Speaker’s legislative portfolio, assisting with the Assembly Democratic caucus legislative agenda and strategy, and overseeing the Speaker’s communications. On the Speaker’s behalf, Dan played a major role in the passage of eight Appropriations Acts, the Economic Recovery Act of 2020, a phased-in $15 minimum wage increase, the CREAM Act, StayNJ, over 40 laws aimed at fighting food insecurity, and various K-12 education-related laws. 

Since the age 26, Dan has served continuously in elected office in Woodbridge Township, first serving 12.5 years on the Township’s Board of Education, the state’s 8th largest, including three terms as President. In May 2025, Dan was selected to fill an unexpected vacancy on the Woodbridge Township Municipal Council where he continues to serve today in an At-Large capacity in the state’s 7th largest municipality. 

Dan resides in the Colonia section of Woodbridge Township with his wife Taylor. He graduated from Saint Joseph’s University in Philadelphia with a degree in Political Science and Public Administration. Outside of the legislative calendar and council chambers, Dan finds his balance at home with Taylor - proof that even the most dedicated public servant needs someone to remind him when it's time to log off!

Kelly Disque Cullen joined The Balance Project’s Steering Committee in September 2025 and subsequently joined the organization’s board.  Kelly spent 17 years in public relations and special events in New York City. She worked in business-to-business PR before she made the jump into the toy industry representing various toy manufacturers, as well as FAO Schwarz.  Her most beloved position was with Toys "R" Us as a PR Manager, working on high-level media events while operating out of the Toys”R”Us Times Square store. She also served as the toy chain’s “spokesmom”, appearing on numerous TV stations and national talk show programs across the country to talk about the company’s hot toys on Black Friday and throughout the year.

Before joining The Balance Project, Kelly served on the boards of local organizations Project Write Now, Friends of The Parker Homestead 1665, The Source Foundation and as the President of the Education Foundation of Little Silver. She currently serves on her town’s Planning and Zoning board. To find balance in her life with her four kids, three dogs and two cats, Kelly enjoys running, arranging flowers, traveling and watching movies with her family.

Holly Moscatiello is the Founder and President of the Board of The Balance Project. A passionate working mother of three young girls and a dedicated community advocate, Holly experienced firsthand how modern childhood is out of balance. Rather than accepting the status quo, she leveraged her own extensive experience to ignite a national movement.

A graduate of Saint Joseph’s University with a degree in Marketing, Holly has spent nearly 20 years in healthcare marketing and advertising, building some of the largest brands in the space and creating culturally-relevant behavior-changing movements on behalf of her clients. Holly currently works for Publicis Health, a global media and marketing leader in New York City. This background gives her a unique, powerful understanding of how media shapes culture, and how to shift that culture strategically. Prior to her work with The Balance Project, Holly has been highly involved in several other non-profit organizations since the early 2000s and has driven meaningful change in each of them.

Holly’s mission is simple: to empower parents and communities with the knowledge and collective strategies necessary to support a balanced childhood and to ensure each child can live their real lives to the fullest. She is an inspiring voice encouraging parents, children and communities to take small steps toward a more balanced life, allowing them to make the most of each and every precious moment.
